Tax Office of the City of Winterthur
A precedent-setting example

‘We are efficient when we can use our time for complex tax cases. Using the scanning and capture solution CaptureTax and the electronic tax file in ARTS, we have been able to automate successfully the entire process chain from the time mail is received all the way to the point when a determination is made as to the tax.’ |

The City of Winterthur, with a population of approximately 97,000, is the sixth largest city in Switzerland. In total, the Tax Office of the City of Winterthur processes tax returns from about 56,000 taxpayers. 95% of those in gainful employment are assessed definitively on the basis of the tax return submitted. This is the kind of processing speed that the tax office could only dream about a few years ago.
The Tax Office of Winterthur was the first to implement CaptureTax in the Canton of Zurich. The main purpose was clearly to enable tax experts to concentrate on their core tasks again. Specifically, this meant: no carrying around of paper files anymore, no wasted time in capturing data, but, in return, more time for following up on complex tax cases and processing deviations in tax assessments. The objectives have been met or even exceeded. The incoming mail, that is, about seven million pages a year, is processed fully electronically today. Overall efficiency in processing has, therefore, more than doubled.
